Preparation:
In a main vessel, add water and begin mixing with a prop mixer. Add prepared 2% Carbopol into the main vessel and mix until uniform. Add remaining ingredients of phase A to the main vessel and begin heating to 65-70°C. In a separate vessel, add phase B ingredients and heat to 70°C. Mix well. Add phase B to phase A with prop mixer and mix until uniform, while maintaining temperature. Add phase C to combined phase AB and mix until uniform. Cool to 40°C and add phase D. Mix until uniform. Add phase E and continue mixing to room temperature.
